Qualifications

Commander De Stael served in the United States Navy from 1967 before in 1992 with the permanent rank of Lieutenant Commander. While serving in the Navy, Commander De Stael graduated from Purdue University with a Bachelor of Science degree in Engineering (BSE) in 1976 with a major in Engineering Design. He later attended the Naval Postgraduate School at Monterey, California and graduated with a Master of Science degree in Computer Science.

Commander De Stael served on an R&D (Research and Development) staff in Washington, D.C. as military representative and deputy Contracting Officer (COTR). In that capacity he served as the COTR's primary trouble-shooter and field representative on all contractor matters that had potential adverse impact on project cost and schedule.

After retiring from the Navy, Commander De Stael employed by TRW as a Systems Engineer for Acoustic Warfare supporting Research and Development for the Integrated Undersea Systems Command (IUSS) branch of the Navy’s Space and Electronic Warfare (SPAWAR) Command. Commander De Stael’s primary task at TRW was to author a Naval Warfare Publication providing fleet commanders with technical and tactical information required to integrate cutting edge IUSS platforms and sensors just emerging from R&D, with existing fleet assets. In this capacity, Commander De Stael directed research efforts and data collection of several Navy contract laboratories including Johns Hopkins and University of Texas Applied Physics Laboratories. The project was completed on time and on budget.

Commander De Stael has been with Captain Bradley Marine Consultants (CBMC) since 2002. As a consultant for CBMC, Commander De Stael provides consulting services as a Maritime Security Analyst, Commercial Surveyor and Vessel Delivery Captain. Commander De Stael has most recently co-authored a Security Assessment for the Port of Olympia (Washington, USA) in preparation for Olympia’s submission of a request for a TSA (Transportation Security Administration) security augmentation grant.
